SOW: Average Unit/Ship Quality

The following table shows the average quality of brigades and ships for the NWOL powers. All German states have the Germany average unit quality; all Italian states have the Italian unit quality; the Bourbons have quality two levels below the French level for land units and one unit below for ships; Revolutionary minor power states have the same quality as the original minr power. Note that these are averages only. Individual units and ships may have substantially higher or lower quality. Also, with good luck the units raised might have higher quality than average, with bad luck they might have lower, and this is especially true in the smaller countries which don't raise many units and are therefore more subject to a few bad rolls of the dice.
Basic sources for these ratings are _Swords Around the Throne_ by John Elting and _The Campaigns of Napoleon_ by David Chandler, though other sources have also been used.
