To move into a city, enter either its tactical coordinates or "city" for Tactical Location. To move into a fort in a city, enter "fort" for Tactical Location. Do not enter both; if you order a move to the fort, you will necessarily move to the city at the same time.
To move into garrison in an off-map port, enter the name of the port for Strategic Location.
