This document explains when various orders are carried out during
the AMWOL turn sequence.
All orders are initially parsed during the Orders phase. Orders
of all types which are improperly formed (for example, bad
password or bad email address) will be rejected during the Orders
phase. Some orders are also carried out during the Orders phase.
These orders are carried out in the order in which they are
received. Other orders are carried out later in the turn, and the
order in which they are carried out depends on the type of order.
When two orders are carried out in the same phase, the order is
usually random within that phase. Orders of this type which are
syntactically correct will make it through the Orders phase but
could be rejected later if it is not possible to carry them out
(for example, an order to send more supplies away from a city than
it actually has).
