CWOL Victory Conditions
Victory in CWOL is determined by three scores: Union national
morale, Confederate national morale, and international opinion (of
the Confederacy). Each ranges between 0 and 1000. At the start of
the game, national morale for each side is 750 and international
opinion is 500. The scores rise and fall during the game based on
military, economic, and political events.
- If either side's national morale falls to 0, that side sues
for peace and the other side wins the game.
- If the international opinion score reaches 1000, the European
powers intervene in the war and the Confederacy wins.
- If neither of those events has happened after six campaigns,
then if the Union's national morale is above 250, the Union
wins; if equal to 250 or below, the Confederacy wins.
The three scores change during the game as follows:
Union Morale
- Drops 1.5 points per turn
- Rises 1 point for each 5 laurel points the Union earns (see
below)
- Rises 1 point for each economic level of cities the Union
captures (2 points per level for capturing state capitals, 5
points per level for Richmond, the Confederate national capital)
- Drops 1 point for each 500 casualties the Union suffers
- Drops for each Union ship captured or sunk (see below)
- Drops 1 point for each 1% drop in the value of the Union
greenback (only if greenbacks are issued)
- Drops 0.2 points each turn for each percent that the Union tax
rate is over 10 percent, and the Union tariff rate is over 10
percent
- Drops 150 points if a draft is implemented
Confederate Morale
- Rises 1 point per turn
- Rises 1 point for each 5 laurel points the Confederacy earns
(see below)
- Rises 1 point for each economic level of cities the
Confederacy captures (2 points per level for capturing state
capitals, 5 points per level for Washington DC, the Union
national capital)
- Drops 1 point for each 500 casualties the Confederacy suffers
- Drops for each Confederate ship captured or sunk (see below)
- Drops 1 points for each 5% drop in the value of the
Confederate greenback (only if greenbacks are issued)
- Drops 1 point each turn for each percent that the Confederate
tax rate is over 5, and the tariff rate is over 10
- Drops 50 points if a draft is implemented
International Opinion
- Rises 2 points per turn
- Falls 1 point for every 1000 Confederate casualties
- Rises 1 point for every 1000 Union casualties
- Rises 1 point for every 8 Confederate laurel points (see
below)
- Falls 1 point for every 8 Union laurel points (see below)
- Rises 20 points for every economic level of cities that the
Confederacy captures and holds three turns (40 points per level
for state capitals, and 100 points per level for Washington DC)
- Falls 1 point for every economic level of cities that the
Unioin captures and holds three turns (2 points per level for
state capitals, and 5 points per level for Washington DC)
- Falls 3 points for every 2% drop in the value of the
Confederate greenback (only if greenbacks are issued)
Laurel points are earned by winning land and naval battles. In a
land battle, the winner earns 1 laurel point per 200 casualties on
both sides in the fight. In naval battles, the winner earns 15
laurel points for sinking or capturing an RI or IC or FR, 10
points for an SL, and 5 points for a GB or RG (no points for a TR
or RT, there is no glory in that), 5 points for destroying an NB
or 2 points for destroying one of its batteries, and 1 point per
200 casualties of the opponent. Loss points are 6 for IC/RI/FR, 4
for SL, 2 for RG/GB, plus crew losses.
Note: there will be more changes to these scores due to special
CLAP events, these numbers are still in development however.
