River and railroad terrain icons have a blue or red box around them to indicate USA or CSA control. In a railroad square, if there is no box, the railroad is either uncontrolled or damaged.
In squares with both railroad and river, on a ROTD report, the box color will indicate railroad control, and on a WISC report, the box color will indicate river control. If you cannot deduce control of the other from the rest of the map, ask the GA.
