Units that recover from shattering return with fatigue level 4

Units cannot move strategically with fatigue of 19 or greater
Units cannot move tactically with fatigue of 9 or greater
Units cannot initiate combat with fatigue of 9 or greater
Units in combat surrender automatically with fatigue of 16 or greater
