In ROTD, units are rated 1-5 for initiative. Initiative controls
the order in which units move tactically. (Initiative does not
affect strategic movement; the order of strategic movement is
determined by ROTD rule 7.6.) Among units with the same
initiative, the order of movement is determined randomly.
A unit's initiative rating is randomly determined, but is
affected by five factors. Units with higher fatigue tend to have
higher initiatives and thus tend to move later. Units with greater
experience tend to have lower initiatives and tend to move
earlier. Units with higher quality tend to have lower initiatives
and thus move sooner. Units with higher morale tend to have lower
initiatives and thus move sooner. Militia units and headquarters
units have initiatives 1 higher than other units (though not above
5 in any event) and hence tend to move later. Artillery, militia,
pontoons, and headquarters units will never have initiative 1.
