Regiment and battery raises can be submitted by the governor of a state bloc, or by its Congressman. The President, Vice-President, and Secretary of War CANNOT submit regiment and battery raises.
For type, select the branch of service that you want.
For number, enter the number of units you want to raise. It must be 12 or less (if you want to raise 24 units, submit two orders). Regiment IDs will be assigned automatically using the lowest unused number.
For state supplying manpower, enter a state which is part of your nation and has manpower available to raise, from the source you selected. For source, neither Bounty, Draft, nor USCT may be used unless Congress has authorized the use of that manpower pool. Older may be used only for militia regiments unless Congress has authorized the draft. Units raised from the Older pool will be of lower quality.
For destination, enter any city controlled by your side which has a rail or river link to a city in the state supplying the manpower (if in a divided state, a city of the appropriate loyalty).
The time required to raise the regiments will be 3 turns for infantry, 4 turns for artillery and cavalry except 6 turns for siege artillery, 1 turn for militia, plus 1 turn for every 30 squares along the link to the destination city. (The transit time is not yet being added; hopefully for CWOL 9.)
